This IG report is often used to clear Peter Strzok of bias in his investigation of Trump. However, this conclusion is regarding the Clinton email scandal, and is only commenting on direct comments and specific action in that investigation. In reality this report is damning for Strzok as you can see on page 420.
It says that the conduct of the FBI employees “ ... brought discredit to themselves, sowed doubt about the FBI’s handling of the midyear investigations, and impacted the reputation of the FBI. Moreover, the damage caused by their actions extends far beyond the scope of the midyear investigation and goes to the heart of the FBI’s reputation for neutral factfinding and political independence “
He says they were “ deeply troubled by text messages...that potentially indicated or created the appearance that investigative decisions were impacted by bias or improper considerations “.
They were particularly concerned with Strzok’s “ we’ll stop him” text. Saying “ it is not only indicative of a biased state of mind but, even more seriously, implies a willingness to take official action to impact the presidential candidate’s electoral prospects.”
He goes on to explain that Strzok’s decision to prioritize the Russian investigation over all others “ led us to conclude that we did not have confidence that Strzok’s decision was free of bias”
