Honestly... they have bigger things to worry about.
It’s sadly about the lack of resources to get involved with a situation like that one.
My wife has to deal with similar stuff on a daily basis for her job at a hospital. She has a bachelors in Social Work, so her education background is in this too.
They’re taught that it’s generally better for children to stay with their biological parents. So the efforts they take have that in mind.
So unless the child is receiving broken bones and constant, consistent bruises they’re advised to move on to the next case.

Sucks for your friend. If she wants to stay, that gets noted and hinders any legitimate claims she may make later.

If there’s a CPS claim from neighbors and CPS shows up and asks the “victim” about their situation. If the victim claims everything is fine and wants to stay with the parents, there isn’t much CPS can do without serious harm being done to the children.
CPS = child protective services.
Similar situation... a wife calls the law on her husband that just gave her a black eye. They ask if she wants to press charge against him. If she says yes, then backs out before all the paperwork is completed, it gets noted that she’s likely not to follow through on her legal claims.
Which that makes it harder for you to actually do anything later if you change your mind.
Pretty sure that’s not a legal procedure or department policy, but it still happens.
