It's a sin to enter into a civil marriage outside of the Church except in a country that has received dispensation like France

Because in those countries, clergy do not have to power to pronounce legal marriage

So the faithful have to get a civil marriage, and then have the church ceremony the next day

So their "marriage in the eyes of God" is a sin in itself, and unless both are baptized, it *might* not even be valid
