not necessarily. the term "developed" just means that the country in question is at the front end of social and technological advancement. Every country has the ability to advance further, it's just a statement of where they are in comparison to the rest of the world

Thing is you need some rules for the Economy to work flawlessly and you have to enforce them "violently" to allow competition. There is no other way.
