Not last time I checked. If I associated my dog whistle "cheese banana" with slaughtering all people who dislike cheese or bananas, that does not then mean that saying that phrase to someone else will brainwash them into agreeing with me.
Associating meaning with a phrase does not give that phrase some sort of magical property

It takes time to associate a word to something. Racial slurs are a perfect example. People are convinced certain phrases mean something.
