sorry if im missing it, but as i understand what is described, you are in a mob that's committing crimes, you don't take off your mask and then you get arrested for it
It could require proof that you were wearing the mask with the intent to cover up for other crimes
I hope for the day where online journalists stop using clickbait
such as being a member of a group that does that(not just being in the mob) or having openly discussed such tactics
it wouldn't be easy to prosecute, but there would be some easy cases
and could dissuade many from such tactics
i mean tell me if this sounds a little too authoritarian (im not known for that but im tired and not thinking best) but i wouldn't exactly avoid legislation that prohibits masks in these circumstances

i think saying "you cant just make masks illegal" in these circumstances is tantamount to saying "you cant stop people from yelling fire"
