Or rather not a regular military.

It's going to be small pockets of the "resisting" or the NSM or Antifa or whatever it happens to be.

Attacking, undefended or lightly defended targets.

It would be a nation of divided into pockets of extremism.

if its not clearly defined sides, with areas they control, then its not a civil war. Its not Syria, its not Iraq, its not 1861. Its a bunch of terrorist and rioters causing problem, for good reasons or not. 1920s and 60's was not a civil war.
