Technically yes all that is required to produce offspring is a one-night stand and 9 months of waiting, but that's not what most people do.

Most people want to have some degree of stability in their career and a decent income, and probably own a home before considering starting a family. If reaching that point brings you into your 30s, then fertility rapidly becomes an issue.

If wages were higher and employment was more stable we'd see plenty of endogenous population growth.
