So far as I'm aware it's been a feature since Windows 3.1
I think before then it did take the screen contents and send them to a connected printer, if any
Since it's OS level, though, the OS knows not to grab the cursor in the screenshot
It just renders the screen without the cursor and copies the result to the clipboard
