Well if they would be able to comfortably live somewhere cheaper at 25k what's to stop them from spending an extra 10k just to have a more expesive lifestyle, ie. Living in the city

Being a little more realistic I think we can say that merely traveling to another planet will still be outside the means of a low-skilled worker for the remainder of my lifetime at least. Let alone being able to afford the cost of living there without a skill.
