then again, from 2008 to recently, they could find people who had 5 years experience in a related field and would accept entry level.

Anyway, when they've got those requirements
That's an announcement that there's work that needs to get done.
At the end of the day, those requirements may not be met
But they'll go with someone who's the closest candidate.
As someone who's actually been in a hiring position (kind of)
