I would try my best to rebuild to the best I can. Forging relationships with surviving cities and establish some kind of government from what is left over.
Try to rebuild, basically that is what I would be aiming for.

That will be the tricky part.
Getting people to come together as one.
Alot of the real arguments would be all the people claiming to be the true government with no representatives actually present.
I think the best way is to position my city in a position of dominance.
Aka Better at everything.
Then negotiate.
Fair deals and trade, then combining government.
Communities along rivers would be trading hubs
With central mayors of city dealing with issues.

I don't think you get a choice.
That is why I didn't say collecting from rivers, I said collecting from rain water in my guide.
You're limited by the resources you have available.
Some places will have more and others less.
And there would be power conflicts.
