1st filter is the people who actually report it (twitter people etc) or the people who call media/police etc about some incident
2nd filter is the MSM who covers it with their journalists etc and writes articles
3rd filter is the pundits who give their take on the incident reported by the media

They tend to take their time and makes sure information is correct.
