Pressure is force divided by area, so there is more pressure (meaning more force) being applied to the outer surface of the tin can, but there is no pressure/force inside it cause its a vacuum

In a rocket, as the gas is pushed out of the nozzle at the end of it, the gas is applying a force to the nozzle, pushing it forward.
