Those with large sums of taxable money (those needed to make these programs functional) will simply move states because they can. This is why tax havens exist, and how the rich avoid a LOT of taxes.

This is not true, at all, and is a twisting of the definition of identity. If it is more satisfying to you, think of *personal identity* when we say identity. Because that is what we mean. Being human is not a *personal identity* this you cannot identify out of it.
