The point is, with labor camps you don't care about regulations or anything, you can gear them for a result and just throw man-hours at the problem. They exist to go from point A to point B quick and with a guarantee, not to float high with minimal expenditures
Coupled with any totalitarian government, they produce huge productivity spikes. The problem is that you run out of people eventually, and those that remain are exhausted to hell and back

Regardless, communists managed to electrify a pretty huge country, drive its literacy rates from 25% to slightly under 90%, and build a metric shitton of heavy industry, all in ~20 years. No free market would be able to do that

Lenin had something like the chinese model in mind from the beginning (or rather, the Chinese were smart enough to read his stuff and realize he had a better idea about economy than others), but his way probably wouldn't have withstood WWII. After WWII though, the country desperately needed a change in its economics and political course
XX party congress did introduce some political change, but no one had any idea what to do with the economy anymore, because they unironically believed it was fine to run it like that
And of course, with every decade, planning got less and less effective, because it never adapted to the changing tech and other realities
