Comcast is just widely regarded as being terrible.

When I was on "basic" what we actually got was over 8 seconds of ping and a 5mb torrent took 2 weeks to finish.
I only remember this stuff so well because I couldn't even go online in games with friends.
But once again, what you're describing there isn't a net neutrality issue.
And a guy I was really wanting to play with died during the Internet downtime.
So that was fun.

We didn't get what we paid for.
and even then im not going to take an anecdotal experience when I don't have all the necessary info to just change positions when there is a lot of data on the position im currently on
Then again here's the weird thing.
When we paid for the standard 15:5.
We actually got closer to 27:10.
But when we paid for 5:1, we got 0.1:0.01.
First off, comcast is comcastic. But second off, You switched to a lower package. ISPs were doing that even under Net Neutrality.
What you're describing isn't something that Net Neutrality is designed to combat.

The point really is trust in the ISPs. Net neutrality is, again, a really messy prospect. But the alternative in letting the big corporation ISPs doing whatever the hell they want is far, far uglier in my mind.
Then again this all falls back to "the whole system needs to be completely flipped over."
