I'm sorry but it's not just about whether it is codified as in the US. There was never free speech in most of the Europe until very recently and that's only a pseudo free speech. Ergo I wouldn't call it western tradition.

Free speech comes from England
Free speech as an ideal descends all the way back to the Athenians.
They had multiple concepts of it too.
The idea of freedom of speech, the press and assembly is an English ideal.
It may come from England, but England has abandon free speech with their censorship and hate speech laws.
The modern version in the US is based on the English customs. But the philosophy dates back to England.
