@Christopher VA Sam is right, but also remember that NW's must be mapped around a center point, not their fringes. They need to be localized. If every NW was always a couple hours wider than its fringe, then we'd have people in Miami and Portland reporting to the same Director. Would you want to be saddled with the task of making that drive every month? Course not. Trips into the areas between currently existing NW's should be encouraged to fill the spaces with new structure.
