W.R.T. Florida, I worked at a nondescript office park there for one week on company assignment, and it pissed me off that there weren't even sidewalks to and from the hotel which was literally across the street from the office building.

they are doing it now in Alberta as a justification for hail damages costing the insurance companies too much money.
If companies can do it casually with no global plan... that's damaging in itself, but it makes you wonder if there's more going on behind the scenes.. I don't really want to go all consipiracy theory, so, here's a mainstream news article about the insurance companies and the wiki about putting metals in the air to change the weather locally.
