I don't think that can be correct. However, probably a little less than that percentage don't have *enough* black ancestry for it to show in any genetic charactaristics. i think thats what you mean

there is many different thorys of origin of humans.
and current information is in very weak basis.

I would be inclined to believe based on the origination of certain ape species that we're from africa and nowhere else. but that same curiosity also brings up the fact that those ape species are still there and did not also evolve. so its all just a crap shoot.
