Its not a ploy to make Dems look bad. The guy who wrote the 14th amendment citizenship section literally says its not meant to give aliens "illegals" citizenship if born here. Its a necessary reform.

but in some places I've seen it explicitly state that illegals and children of diplomats do not become citizens after being born on US soil
