That's a common Trope I'm tired of hearing. The overwhelming majority of those kept in high security penitentiaries are the violent dregs of humanity. The existence of jails and prisons does not dilute the depth of their crimes.
Make cocaine legal, but selling it to kids or doing anything illegal while under influence is a guillotine sentence
