I'll actually advocate for the Bill on this one. After reading it over, it's purely a mechanism to rapidly prosecute bastards possessing and distributing CP. They need to explicitly state an expansion of powers, *similar to the legal verbiage of the Patriot Act* - to implement any active monitoring.
