No, @Cody Has to admit that if it is mostly genetics there isn't anything we can do in our lifetime that is humane to solve that Problem. To believe its enviromental makes it easier to think, that there are things we could do to solve that.

...wich might be genetic because Blacks have higher testestorone (IIRC Asian males have lower than Western males), wich can cause agression and stupid, not well thought out reactions....
