just thinking offhand how often phrases are used, but the meaning behind them doesn't quite seem to match the intent

But yeah it depends absolutely on the context

No not at all. Saying a forbidden word in a good context can still cause trouble
in fact, the USA is literally the only country on earth that allows actual free speech for the most part. They are the singular freest country for speech in the world
And besides, there's plenty of moral outrage that doesn't lead to arrests in places like the UK
go to canada and 'misgender' a person on accident and enjoy that 1 year prison sentence they give you

Merely stating a word in context still causes outrage in non US places
in wiltshire (UK) if you criticize the police online they will arrest you

If people panic and rush out, it could cause harm. It would also ruin a movie
