Caesar wants to reform the Legion into a proper state after taking Vegas, meaning a collapse wouldn't be as likely, and with that consolidation of power and renowned faith in the Legate, he could take over in a power vacuum

Dude the legion don’t even supply shoes to slaves. Think about that. You hinder the effectiveness of slaves. Needing more constantly. It’s an endless cycle of *needing more and more*

In reality the only thing you even see of the Legion in NV is NCR propaganda, or their terror tactics

And the NCR can't even supply body armor to their soldiers

There are heavy troops

Very few

and all wearing salvaged armor

Well they’re scattered

They can't produce that power armor

It's just the scraps from a war they barely won

No they can’t produce it, but surely over time with the BOS and NCR teaming up there would be a trade

And it's said in game that they can't produce it

And the NCR and Brotherhood would never team up in masse
