On the one hand I could get up built lower and upper and fire 30 and 6.5 creedmoor out of an ar...but they are expensive parts....on the other a bolt is more deadly.

The bolt isnt more deadly, it has a different application.... If you build a nice AR with at least 16" barrel chances are its going to out shoot you out to 600 meters easy

@O/K/ie Voluntaryist get a standard PSA build for $350, add your choice of sight for $100, get a sling for $10(nylon strap). I'd say add a good light eventually too ($100 for light and mount).

AR out to 300 easy peasy, farther if you practice.

Bolt actions are precise, sure, but consider why they arent primaries anymore. Having those extra rounds DO make you more dangerous. Which means safer.
