That would require an investigation to prove it is remotely true

it you knew paypal, you would be aware it's far more likely for Patreon to be cutting off people on paypal's request than the other way around
But in general these billion dollar companies conspiring against individuals is kinda bullshit
Paypal is famous for shutting out people out of the blue for whatever reason and keeping their money
people deal with it because there's no alternative
Youtuber Law had the solution, contact the FTC and ask them to invetigate Paypal and Patreon for "Anti-Trust Group Boycot Violations!"
Reminder that once the big platforms become ideologically focused, they lose a sizeable chunk of their audience
That's why I stopped using PayPal years ago. PayPal treats its customers like criminals.
