Founding fathers hated democracy. The founders knew from the history of Athens that pure democracy would eventually lead to tyranny as the people vote in the most popular person.

Say you have 600 reps... And 50 top reps. Those are voted upon .. to run the consensus network. The laws are then decided by the code base and voting concensus of the 600 reps.
