What would be the problem with the system exactly? The protesting is bound to happen even over the smallest change to a country. We've seen it all this year with a bunch of different countries having protest over policy change or new laws being introduced. The protesting in America wouldn't work against the system because it is an either deal with it or leave situation.

Doing something like "systematic eugenicide" could leave a positive effect on our society. The brightest and normal being allowed to live on while taking care of any defected people. This could also give us some advantage in more gene related research so one could try and correct any ruined genes with "gene editing"/DNA reconstruction.

In my eyes, it is a win win situation.

thats just a potential map, we can't really see the full Earth

but its a likely explanation
