The sun and the moon are very far so even if the shadow is not completely on it you can consider they are perfectly aligned. So in theory you can see them both on the horizon. And i guess a little refraction would be enough to make them appear above the horizon.

People have many different views about this. It's interesting to look at it from other countries' perspectives
