I don’t believe in punishing people for using tax loopholes unless they’re just straight up lying. Fix the loopholes instead
You would have your economy crippled when you implement such a high tax on the wealthy, especially in a country like the USA. It should depend on how much your economy depends on the top bracket. This "gradual" integration won't work - it'll have more or less, the same effects with the sudden implementation.
