There's quite a large slew of factors to be looked at when answering that question so, who will find a cure? Either China or some "1st world country" (I use that term relatively).

Who will have the most deaths? Probably those who aren't as clean. COVID19 membrane is damaged and even ruptured when in contact with alcohol, and even supposedly hand soap. So using these, paired up with whatever country keeps locked down past the life of the virus, said country(ies) would be more likely to mitigate the virus and have fewer infections, and consequently fewer deaths. Other factors include, average age of population, ability to keep mortality minimal, and so on and so forht.
