Strategically, levelling a port could have a few advantages. But levelling a capital, with no Sea access, which is very close to your capital, isn't efficient at all. Hitler did so to pass a message, but his cruelty passed a very different message than the one he wanted to pass.

@Ater Votum You get a land force, police or army force, organize it, haunt down the rebels, torture them or publicly hang them, and the message is passed. Many rebels will desert. You just keep searching for them day and night. You don't kill random people, hoping that some of them might actually be rebels. It's unethical and stupid.
