Well allegations made by many nations are different than situations where the terrorists claim responsibility openly. IF Hezbollah wanted to rule by fear (as the word terrorism denotes) it wouldn't be so difficult and hidden. they would openly admit it so to create more fear. but they don't shoot themselves in the foot. that's very clear in their general policies and also by understanding the level of animosity israel has against them.

The allegations you speak of might actually be true, but I simply can't see a non-terrorist/liberating organization forcefully claiming a portion of land and acting out as an Iranian proxy, threatening the stability of the Middle East, as well as countries like Lebanon and Israel. They inspire a huge amount of fear, and thus they are terrorists.
