@Maksim I believe that using cultural value as a method of deciding value would be fairly simple. So long as you compare it to public value and make rational and moral decisions using it.
Take fast food as an example (In America). Fast food is normally very popular and accepted by the public, but remains as not being a cultural value of American society as a whole. It is not productive in the slightest when providing and taking value in culture.
