I have had varying prices depending on where the players are, like in backwater towns they can easily stock up on shitty d4s for a couple gold, but in the city higher quality potions are available for higher prices.

well RAW there is no shitty potion, balancing homebrew shit is kind of a chore, but it's easier when you have some kind of precedent to base it on
