Okay, so what you do is you have a HUGE grab bag of people who you have been grooming. High school kids, community organizers, activists, etc.
It's like a list of movie set extras after a casting call
And then when you need a person to do X in Y area, you bring up your list, pick one who meets those criteria and passes the standards, and you elevate them to national status
