Oblivion has some of the best quests of the series tbh. The main problem with it is also the main problem with Skyrim: lots of reusing and copypasted dungeons and the outdoor settings are a bit bland

i think some quests in skyrim are good in concept but fail due to uninteresting locations, like the thieves guild questline
