No they aren't. Most don't have the money either

and those with more money who could contribute to such things wouldn't really have much incentive to give

And no one wants to pay more but everyone wants more

I have a community that is ripping up their paved roads to dirt cause pavement is too expensive

But gravel is expensive too

to not live under a similar standard in a first world country is an issue
