if by this is meant some kind of "capitalist growth" then fuck that shit, culture of almost any country is more important
but if by "economic growth" is meant growth in productivity that translates to general well-being of the people, then this is quite different
it would be a pretty mean spirited move to deprive a community of its culture in the name of progress

that would be up to those communities to decide on whats important to them or not
but here the correct answer depends on many variables

Native Americans for example have some land that companies are apparently interested in cuz it has oil
btw US is interesting in this sense, while it is more incohesive than many European countries in terms of culture, it *does* have a certain American culture to itself, which, contrary to the moanings of the European ethnofags, has its traditions etc.
But the land in question is where their burial sites are
The US is pretty interesting in that it has a lot of culture both brought by immigrants and culture developed within each states
As for general culture they all agree upon western values shared by other western countries
freedom of expression, equal rights etc
I personally am of the school of thought that culture is downstream from material and technical conditions, so this is why I ultimately don't think too much of the culture part in this section, because as long as there is material and technical progress, culture *will* adapt and form around it and create basis for a new civilisation.
Then again, the culture in the West has become so hollow due to capitalism and empty progressivism that transhumanism has become a thing, so I've been forced to adjust my views slightly.

culture there is very much all over the place and region-variant, but a coherent red thread, "federal culture" lets call it, does exist
The West has stil managed to hold on to its cultures unlike a certain eastern country

eh, I'd say that Chinese culture is still alive. Its...disfigured, I think, a bit, and has a massive inferiority complex towards Japanese culture, but such a culture does exist.
