it sounds like there are some forces at play there. Finland is democratic (well, as democratic as bourgeois "democracy" can be anyways) but it isn't anti-Russian in its politics at all. So when a country near Russia goes "democratic" and suddenly becomes anti-Russian and pro-US, that usually has some shady elements backing it.
