each country would maintain a national guard, their own laws, their own parliaments, etc., but there would also be a Supreme Council of the Federation, associated federal agencies and a Federal Constitution (obviously socialist in nature, that is, economy is organised via workers councils and such); national character would be maintained by nations if they wished to do so, but the human species would achieve a federal unity in this sense
