Why cant Trump just use an executive order?

executive orders hold like no power aside from moral

basically what happened

was

trump met with democrats to discuss the shutdown

he was like

"give wall fund"

and the democrats were like

"no"

so he left

neither side is yielding

it was a direct campaign promise

yielding now could jeopardize his re-election

even if a border wall would be objectively bad (it's actually great)
He still shouldn't back down because it hurts his image and political power
