There's a thing called a "Bio Manifold" a population that is defined by genetic distinctiveness creates a social environment and the norms associated with it. Previously blacks had to conform to a white created social environment, but now that is no longer the case and surprise surprise they create a black bio manifold that looks identical to any primitive african society.

@randomNPCno3 because yunger people develop at differnt rates and their brains are more plastic than as adults. They still have an "IQ ceiling" that is genetically determined.
