When it comes to Elon, this is my opinion:: we must understand that yes he has sent up sats, but he has also ""lost"" sats and sats have also been destroyed on his rocket. Its not like NASA would object to sending stuff up for DS... and Elon to keep a float would not be able to dismiss DS work, for one, if he is not a WH or BH, but instead just one of the masses trying to get by then he wouldn't know who's who... do you expect someone to close their doors of business because they where not privily to information?
