Look at the cutaway. See how there's no hole in the middle? That's for use with blanks as a grenade or molotov projector. You'd have to take it off to shoot for real.

The point of off-center holes is so the expanding gas doesn't shock the bottles as much when they're being launched.

a center hole with a cover that can be easily removed, or maybe just make the mounting system such that the launcher can be removed quickly

Look at the picture again. There's no threads on the rifle or projector. It's not permanently attached to the rifle, because it sits independent of the rifle in the picture. It probably just slides on and off the muzzle. Not much quicker or easier than that without compromising safety and/or effectiveness.
