IQ science is absolutely hard science because it deals with very concrete data points.
Also, you originally stated that there should be tax incentives for high IQ people to marry and have kids. But this is about cognitive abilities, and this does not directly correlate to an IQ test.

It's not perfect, but it is the absolute best way to right now.
