The concept of war crimes is very silly.

If someone uses bombs to rip a trench of 16-20 year olds to shred's that is fine.

If you sanction a country and kill several hundred thousand Men, Women and Children through starvation or disease, that is fine as well.

1) those are people who have taken up arms against you---whether they had any choice in the matter is irrelevant

2) sanctions are against placed against governments, not countries, and usually with the intent of forcing the government to change course. It doesn't specifically target the people of that nation.

3) killing unarmed combatants intentionally is fucking wrong. Bombings in WWII were usually carried out on industrial cities, with the intent of disrupting war efforts. There were exceptions, of course---and nobody is arguing that the bombing of Dresden didn't at least skirt the very edge of being a warcrime, or that the use of napalm and agent orange in Vietnam was despicable.

But that doesn't matter in the arena of politics you retard. Those who commit warcrimes have an advantage over those who don't. Those who lose wars are convicted for their warcrimes and executed, while the crimes of the winners are swept under the rug. Morality is not a luxury afforded to anyone in a modern war.

It's shitty but that's how this works.
